Romania will compete in the World Group II play-offs for the first time since 1999 having won promotion from Europe/Africa Zone Group I. They will face 2012 finalists Serbia, who have lost all three ties since finishing runners-up and now face back-to-back years of relegation.

Romania lived up to their billing as one of the strongest teams in Europe/Africa Zone Group II as they finished top of their pool before beating Ukraine in a promotion play-off. They needed victory in the doubles to overcome hosts Hungary and Great Britain but then hit their stride as they eased past Latvia in the final round-robin tie. Sorana Cirstea and world No. 10 Simona Halep were too strong for Ukraine in the play-off as they defeated Olga Savchuk and Elina Svitolina respectively in a 2-0 victory.
Romania are five-time Fed Cup quarterfinalists, having reached the last eight in 1973, 1974, 1978, 1980 and 1981. More recently, the Romanian team contested the World Group play-offs in 1999.
