1 - Serbia qualified for its 1st World Group II appearance in the 2009 competition.

11 – Spain reached its 11th Fed Cup Final in 2008, falling to Russia in Madrid.

12 – Estonia won all 12 Fed Cup rubbers that it played in 2008 and earned promotion to Europe/Africa Zone Group I for 2009. It had lost all 11 rubbers that it played in 2007.

14 – Aged 14 years, 52 days Maria Paula Deheza of Bolivia was the youngest Fed Cup player in 2008.
